In the 1990s, Paulo Tato Marinho (Sétima Legião¹ and Gaiteiros de Lisboa²) brought together a group of gaita de fole³ enthusiasts. He organized various intensive courses on the instrument, and many of those who participated would later become the core membership of the Portuguese bagpipe association.
Paulo had begun teaching regular bagpipe classes in 1997, at Xuventude da Galiza - Centro Galego de Lisboa³, and with some of the pupils, he formed band Gaitafolia the following year, with the aim of promoting the Portuguese repertoire for gaita de fole. The group went on to participate in Expo 98⁴. This "gaita de fole group" would gather around twenty bagpipers drummers, and together they performed over 200 times in a number of countries, representing the Associação Portuguesa para o Estudo e Divulgação da Gaita-de-Fole, (APEDGF), which was officially established in 1999, from the initial group of enthusiasts.
